The majority of refugees are human, or at least beings that look indistinguishable from them. Never assume, some of them get quite offended. Your best bet if you're not sure is to ask.

There are a not insignificant number of people who fall into a category that could be called "Looks human except for"... [He waves the hand that had been at his head, searching vaguely for something that would cover all of them.] "Human but for substitutions," I suppose. Animal ears, tails, odd horns and the like. Elves would count there.

Then there are a handful who look like nothing I've ever seen; Mipha of the Zora, a robot named Cayde-6, that... walking tree, Manley. All of whom are considered "humanoid."
