The last time he'd spoken to Tony, they'd decided to keep an eye on Brock Rumlow, make sure he didn't do anything anyone would regret. And then the riots had happened, and if that wasn't bad enough, half of Olympia's and Wyver's refugees (and civilians caught in the crossfire) were very recently taken captive, him included.
(Not one of his better moments.)
When he'd woken up, the news that Tony, Thor and Bucky had gone back into stasis was a hard pill to swallow, and once he was well enough to go, Steve was determined to come up to Thesa and see for himself.
