Even as one person, 76 had certainly earned the attention of the authorities to the point that there was a price on his head. He knew he wasn't the only one, either. McCree was in the same boat, and for the most part it seemed like he was trying to do the right thing in whatever ways that he could. It would be no surprise that Reinhardt was the same, but he'd managed (somehow) to remain under the radar.
