The last thing he wants is for anyone to look at him with the expectation that he'll revive Overwatch. No matter what Lena and Winston might have planned, that isn't going to happen. Not that it's all that likely when the grand majority of the people from their world are still in stasis, and maybe that's why Jack is a little more willing to allow this.

Back in the Crisis, before they waded into some big battle; during Overwatch's height, when he could tell that Jack had been burning the candle at both ends; and after his retirement, when he'd been forced to take his leave.
Jack sucks in a breath and nods. "All right, all right," he says, shrugging Reinhardt off before this can get too overwhelming. "Just focus on getting settled. Ana and I have been here a few months now, so you can reach out to us if you need anything." It's a big step for him to even offer that much.
