Overwatch did a lot of good, but it also hurt a lot of people in the process, and he doesn't think there's any way to really decide whether it was worth it or not. Maybe it was worth it to the world, but even that seems suspect when history so often repeats itself.

If Jack weren't so tired, maybe he would have yelled back, told Reinhardt that he was idealistic to a fault and that he believed too much in things that were broken, and that one day it would be the death of him. But he can't seem to muster any of that up, much as he might try. Much as he knows it would be better if he broke this bridge for good and pushed Reinhardt away.
